This module solves the blank-page problem and the "Lynx is practicing law" problem at the same time. Templates are read-only catalog data, clearly labelled as reference, and the apply wizard requires the admin to acknowledge legal-review responsibility. Applying a template forks a new draft policy owned by the customer; the draft cannot become active without CISO + Legal countersign through lynx_sign.
