Foundation models for Lynx tax, fiscal, and regulatory localization - policies, packs, authorities, forms - so per-country and per-state overlay modules layer on a coherent base instead of redefining the same primitives.
Each country localization needs the same primitives: a tax authority record, a structured pack of tax rules, a set of policies (filing frequency, registration thresholds), and remittance forms. Without a shared core, each country reinvents these models and the result is fragmented. This module ships them once.
