Two-envelope (technical + price) evaluation with committee scoring, consensus aggregation, and the staged workflow public procurement demands - so issuers run defensible evaluations end-to-end inside Odoo.
Public-tender evaluation has rules: technical scoring must complete before the price envelope opens; multiple evaluators score independently and reconcile to consensus; price uses lowest-bid baseline normalisation. This module ships those rules as data and workflow so the issuer cannot bypass them by accident.
Key Features
Evaluator committee - purchase.requisition.evaluator records chair / member / observer roles per tender.
Per-evaluator scoring - one row per (evaluator, bid, requirement); supports both individual and consensus rows.
Consensus-driven totals - bid technical score computed only from consensus rows so half-finished individual scoring does not leak.
Two-envelope state machine - draft / technical_evaluation / price_envelope_opened / recommendation / completed; the price envelope cannot open before technical completion.
Technical formula - weighted average of consensus rated-requirement scores normalised to 0-100.
Price formula - lowest-price baseline; lowest bid scores 100, others scale down proportionally.
Recommendation report - aggregates technical, price, and weighted total per bid for the award decision.
