Lynx Compliance - Navigation

Reorganises the Compliance app into the NIST CSF 2.0 functions - Dashboard, Govern, Identify, Protect, Detect, Respond, Recover, Prove (Auditor Hub), Configure - so the team navigates the way auditors and CISOs already think about controls.

Each lynx_compliance_* module ships its own top-level menu. With the full suite installed that produced 19 sibling tabs and four-level deep duplicates ("Govern" + "Governance", "Privacy" + "Privacy & Data"). This module ships an authoritative CSF-shaped tree, re-parents every leaf menu via its xmlid, and deactivates the per-module roots and the old wrapper menus from the previous nine-bucket layout.

Privacy menus flat under Govern - DSAR, Breach, PIA, Consent appear directly under Govern (no extra click).
Implementation Guides under Identify - guides surface where assessment work happens, not buried in Configuration.
Audit Log promoted to Detect - the chain and anchors live where investigators look, not in Configuration.
SOC 2 Type II nested under Prove - the five sample-flow leaves stay grouped because they form one workflow.
Reversible - uninstall restores the per-module menus and the wrapper tree; no data migration.
