Discuss calls need more than mute and camera buttons in real teams: moderators, co-hosts, mass mute, agenda navigation, motions. Without a shared framework, every feature reinvents the call bar. This module ships the moderator role, shared control, and an extensible action registry that downstream modules hook into.
