Canadian public procurement gives unsuccessful bidders a legal window (typically 10 days) to challenge an award decision. Without enforcement, the issuer can confirm the awarded PO immediately and the dispute window collapses. This module adds the standstill timer, the public award notice, automatic cancellation of losing alternatives, and an hourly cron that auto-confirms the awarded PO once the standstill expires.
