Stock Odoo Survey handles polls and quizzes; it does not handle the governance semantics required for legally binding votes (motion protocol, quorum, named majority rules, conflict-of-interest exclusions, resolution numbering). This module extends Survey with those semantics so a council or board uses one platform end to end.
