Optional council-aware bridge over the Discuss AI summariser - so citizens see a polished public summary card on the meeting page only after staff has reviewed and published it.
Council meetings produce hours of recording that nobody watches end to end. AI summaries solve that, but municipalities cannot publish raw LLM output without review. This bridge adds council-specific buttons on the meeting form, stores the AI output as a draft for staff review, and only renders it on the public meeting page when both the global feature toggle and the per-meeting publish flag are set.
