Council member roster — council.member with title, ward, term start/end, biography, and active flag; meeting quorum is computed from attending members, not generic attendees.
Conflict-of-interest declarations — council.conflict.declaration records nature + legal basis per member per agenda item; affected members are auto-excluded from the vote when the item is reached.
Public delegations — citizens register to speak on a specific agenda item via the portal (council.delegation); clerks approve, schedule, and time-cap each delegation before the meeting opens.
In-camera items — meeting.agenda.item extension marks items confidential with a legal-basis dropdown (FOIP, MFIPPA, etc.) and hides them from the public portal automatically.
